Buybacks and burns

Part of the platform fee on each trade waits in a pot. Once the pot covers a small minimum, anyone can run one buyback. A spin spends the pot, up to the cap, and the caller keeps 2% of what was spent. The tokens are destroyed. Nobody can withdraw the pot. After the coin moves to a DEX, leftover HYPE can only be destroyed.
